15-Month Interim Government Program
Following the collapse of the Iranian regime and the declaration of independence 
of the South Azerbaijan Republic, a 15-month Interim Government will be 
established to guide the country through a stable and peaceful transition.
1. Core Responsibilities
• Ensure internal security, public order, and citizen peace
• Restore essential services and infrastructure
• Draft and ratify a new democratic constitution
• Organize free and transparent elections
• Initiate economic recovery and reforms
• Pursue international recognition and cooperation
• Rebuild national identity, education, language, and media institutions
• Maintain close cooperation with Turkey and the Republic of Azerbaijan
2. Inclusive Composition
The Interim Government will bring together:
• Political parties and organizations from South Azerbaijan
• Cultural and legal activists
• Academics and experts (domestic and abroad)
• Diaspora economists, lawyers, defense and technology specialists, and 
scholars
• Representatives of non-governmental organizations and civil society
• Representatives of youth, student, and women’s movements

Principles
• Government members must adhere to democracy, transparency, 
impartiality, and loyalty to the nation
• Decisions will be made by consensus or democratic vote
• Power centralization will be avoided; transparent and accountable 
governance will be fundamental
4. National Mobilization
• A National Unity Council encompassing all sectors will be established
• Diaspora members will be invited to return or contribute remotely
• National Consultation Forums will be held to gather public opinion
• Training and development programs for new leaders will be implemented
